Default Time-of-Use Pilot

In 2015 the California Public Utilities Commission (CPUC) voted to adopt  Residential Rate Reform which enacted a series of changes to residential rate structures to simplify electric rates for all customers. In 2019, most residential electric customers (regardless of who provides electric generation service) are expected to transition to a Time-of-Use (TOU) rate plan where the price of electricity will vary depending on the time of day and season in which it’s used.

Background

SCP is participating in the statewide Default TOU Pilot with California’s investor-owned-utilities (IOUs) (in our case PG&E) and MCE Clean Energy, commencing in April 2018. Approximately 8,500 of SCP’s residential customers will be transitioned from their existing non-TOU rate (E-1) into a new rate with seasonal and time-variant pricing (ETOU-C), with the intent of reducing peak stress on the electric grid. Customers are transitioned automatically, but may decline to participate and remain on the E-1 (non-TOU rate) or choose another option.  To ensure that SCP customers are not adversely affected by the change, SCP will offer Bill Protection* to its customer whenever reasonably possible.

You can try out ETOU-C (Peak Pricing 4-9 p.m. Every Day) rate plan risk-free for the first 12 months with Bill Protection*. If you pay more during your first year on ETOU-C (Peak Pricing 4-9 p.m. Every Day) rate plan than you would have on the E-1 rate plan, SCP will credit you with the difference of your generation charges at the end of the first 12 months*. If you decide you are not satisfied with this rate plan, you can switch to another rate plan at any time by calling PG&E at 1-866-743-7945.

Don’t want to participate in the Default Time-of-Use Pilot?

If at any time you decide you do not want to participate in the Default TOU Pilot you can elect to return to your flat, E-1 rate by calling PG&E at 1-866-743-7945.

Bill Protection

The CPUC has directed the IOUs to ensure that customers adversely affected by the change to the ETOU-C (Peak Pricing 4-9 p.m. Every Day) rate are protected if they paid more for electric generation on ETOU-C compared to their old E-1 rate.  Customers will be refunded the difference between the rates for their electric generation charges in the form of a credit. To align with the IOUs and protect our customers, SCP will also offer Bill Protection to its customer whenever reasonably possible.
