CARE | FERA | Medical Baseline

The State of California offers many programs which can help you save money and energy. In SCP’s territory, these programs are administrated by PG&E, regulated by the California Public Utilities Commission, and available to all customers.

  • California Alternate Rates for Energy Program (CARE). A monthly discount of 20% or more on gas and electricity charges. Applying is easy and only takes a few minutes. Your income eligibility is based on current earnings going forward and not your past income, so if you have had a change in circumstances, you may now qualify. Learn more about CARE.
  • Family Electric Rate Assistance Program (FERA). A monthly discount of 18% on electricity charges. Separate from CARE, income-qualified households of 3 or more persons can apply. As with the CARE program, current income going forward will be considered, so if your circumstances have changed you may now qualify. Learn more about FERA.
  • Medical Baseline Program. Provides allowances to customers who personally are, or who live with, someone who is dependent on life-support equipment or have other serious medical conditions which create an added need for electricity. This program allows customers to receive discounted rates for electricity by increasing their allocation of "baseline usage," which is available at lower rates. Your income is not a factor in qualifying for this program. Due to COVID-19 shelter-at-home requirements and changing medical practitioner priorities, customers can self-certify their eligibility to enroll in the medical baseline program. New CARE, FERA, and Medical Baseline enrollments or renewals must be completed through PG&E's customer call center at 1 (866) 743-2273 or its website.

One-time Assistance:

  • Improve the energy efficiency of your home with no-cost upgrades such as lighting, weatherization, water-saving measures, and more by enrolling in the Energy Savings Assistance Program. Visit Energy Savings Assistance Program.
  • Relief for Energy Assistance through Community Help Program (REACH) helps low-income families pay for energy during times of hardship. REACH is specific to PG&E territory and provides an energy credit up to $1,000. Learn more about REACH.
  • Low Income Home Energy Assistance Program (LIHEAP) provides up to $1,000 in financial assistance to help pay your eligible household energy costs including, your bill for heating, cooling, and home weatherization expenses. Program eligibility is based on federal income guidelines. Call 211 or 1-866-675-6623 for income guidelines. You can also find services in your area online.

Find the Best Rate Plan

Your current plan might not be the most cost-effective anymore. Choosing the right plan can lower both your Sonoma Clean Power and PG&E bills. Consider your lifestyle, usage patterns, and if you own an electric vehicle when evaluating plans. If you can shift usage to off-peak hours (4 – 9 PM), a time-of-use (TOU) rate may benefit you.
