In 2002 California communities voiced their need for legislation that would provide local public control of their electrical supply. In response, Assembly Bill 117 the “Community Choice Aggregation Law” passed, allowing local governments to purchase electricity on behalf of their communities. After a long period of research and planning, Sonoma Clean Power was formed to accelerate solutions to the climate crisis and help reduce customer energy costs.
Today SCP is a model for community choice programs throughout California. By providing renewable energy and supporting customers with education and incentives to cut energy use and lower bills.

Three solar projects were completed: two in Petaluma and one in Cloverdale, bringing the total number of new local solar projects to six. The program successfully negotiated large discounts to customers (averaging over $10,000) and was later copied by community choice programs around California.

Instead of keeping public power providers as the default electricity service, it would have forced customers to stay with the for-profit utility unless they proactively elect to change service. The bill would have also set back California's climate progress and increased average ratepayer costs.
