Governor Gavin Newsom has signed Assembly Bill 2111, authored by Assemblymember Diane Papan (D-San Mateo), to modernize how California plans its electricity transmission grid. Instead of relying on a single demand forecast, the law requires the California Public Utilities Commission, working with the California Energy Commission and California Independent System Operator, to plan for multiple possible futures.

This approach will help California anticipate grid constraints, manage infrastructure costs, and connect new clean energy projects to the grid in a timely way, protecting ratepayers from higher costs down the road. AB 2111 goes into effect January 1, 2027.

"This legislation is a major step forward in adapting the grid to the changing needs of California while protecting ratepayers and sustaining our momentum with renewable power," said Sonoma Clean Power CEO Geof Syphers. "We congratulate Assemblymember Papan for her work in getting this bill signed and thank her for her leadership on this critical issue."
