Sonoma Clean Power Strengthens Leadership Team with Two Promotions

Santa Rosa, CALIF., Dec. 2, 2025 – Sonoma Clean Power (SCP), the public power provider for Sonoma and Mendocino counties, has promoted long-standing team members to leadership positions that will help guide the agency’s next chapter of innovation and community impact. Claudia Sisomphou has been promoted to Director of Community and Governmental Relations, and Ryan Tracey has been named Chief Strategy Officer.

The promotions strengthen SCP's leadership team as the agency expands renewable energy development, deepens partnerships with local communities, and continues to deliver clean, affordable power to the more than 500,000 customers it serves across the North Bay.

As Director of Community and Governmental Relations, Sisomphou leads SCP’s external affairs, community engagement, and outreach initiatives, while continuing to serve as the agency’s tribal liaison. She directs SCP’s Empower initiative, which works to enhance the reach and impact of the agency’s partnerships, customer programs, and collaboration with local governments, nonprofits, and community groups to expand equitable access to clean-energy solutions.

A Sonoma County local, Sisomphou joined SCP in 2018 and has played a pivotal role in shaping its communications, outreach, and equity strategies. In 2023, she was recognized by the North Bay Business Journal as one of its “Forty Under 40” honorees for leadership in public service. She serves on the boards of Food For Thought Food Bank and the Asian American Pacific Islander Coalition of the North Bay and earned her B.A. in Environmental Studies and Planning from Sonoma State University.

As Chief Strategy Officer, Tracey oversees SCP’s long-term planning and development of SCP’s Integrated Resource Plan, aligning procurement, analytics, and policy to meet the region’s clean-energy and reliability goals. His leadership has been central to expanding renewable generation, improving grid resilience, and advancing SCP’s data-driven approach to reducing emissions and costs.

Tracey joined SCP in 2019 as a Senior Energy Analyst and later served as Director of Planning & Analytics, where he led development of forecasting models, portfolio-optimization tools, and performance-tracking systems that guide SCP’s planning efforts today. His work has been instrumental in the Geothermal Opportunity Zone (GeoZone) initiative, the adoption of hourly emissions targets for resource planning, and a statewide transmission framework that enables robust infrastructure planning amidst uncertainty. He brings more than 15 years of experience in the energy sector, including earlier work as an engineer at Chevron, where he managed operations, project development, and economic analysis. Tracey holds a B.S. in Mechanical Engineering from Stanford University.

Together, Sisomphou’s community insight and Tracey’s strategic vision strengthen SCP’s ability to lead the region’s transition to clean, reliable, and locally sourced energy.
